When you have more people over age 65 than under 15 you will be hit with a serious social security problem and no matter how much the occupiers want their social programs they can't have them. Reform will have to be introduced no matter what. Most countries in the world today do not have a high enough fertility rate to even maintain (replace) the current population. A fertility rate of 2.1 per women is required just to replace the? population. Many developed countries are at 0.9 - 1.7. Fewer & fewer children are born, but we live longer.
